Sara Carlton

Sara B. Carlton, ED.D. has more than 25 years of experience working in healthcare including clinical to management in hospitals, outpatient and homecare programs. She has been a surveyor for The Rehabilitation Commission (CARF) for more than 14 years, conducting national surveys of rehabilitation programs and services.

Dr. Carlton has a B.S. degree in occupational therapy from the University of Wisconsin and a Doctor of Education (Ed.D.) degree from Rutgers University in New Brunswick, NJ. Her professional career has included Special Assistant to the Maryland Secretary of Health and Human Services for patient safety, Asst. Vice President of Mt. Washington Pediatric Hospital and the Administrative Director of Rehabilitation Services at Hunterdon Medical Center. She has provided consultation services for hospitals and rehabilitation programs, including Johns Hopkins Bayview Medical Center. She has been a member of the adjunct faculty at the Johns Hopkins University in the Graduate School of Education.

In addition to her professional activities, she is currently president of the Board of Trustees of The Shepherd’s Clinic, William H M Finney Foundation, an inner city Baltimore primary healthcare clinic who services are provided by volunteer physicians, nurses, and other healthcare professionals to individuals who have no health insurance.
